HH is around level 5, OWB 15, DM 20, LR 25+
That`s rather... optimistic for a first timer. By the time Honest Hearts is available on the "expected" route you`re gonna be ~level 10 anyway.
OWB has much harsher enemies, which includes Cazadores, Nightstalkers, Nearly all kinds of robots, Lobotomites, and probaly a few other ones that you won't see too much.
After 40 you NEED that. The only way to OHK them before they OHK you is a sneaking headshot with that. AP ammo might help, but I usually used normal ammo since it was more common. Haven't been there in a while, though. :P
Will I be overpowered for Honest Hearts? I didn't know if there's an order to play the DLC in, I just did whatever was around my level at the time.
Pretty sure enemies scale in this game anyway for the most part. It sure feels like it, except humans have always been easy to kill.
One-Hit Kill.
I always thought the main difference with enemies between New Vegas and Skyrim is that in Skyrim enemies scale with you, so you can go in any dungeon at any time and clear it without that much hassle. Whereas in New Vegas you're practically forced South from Goodsprings because North is high leveled enemies you can't take on till later.
