Probably need to reinstall it. Luckily it doesn't use INI files, only the menu XML files. If a reinstall doesn't work, then we'll need a load order list.
FalloutNV.esm
NevadaSkies.esm
OldWorldRadio.esp
EVE FNV-ALL DLC.esp
CASM.ESP
ReloadSpeedGameStartFix.esp
The Mod Configuration Menu.esp
NevadeSkies - Ultimate DLC Edition.esp

You shouldn't be able to start the game at all with that load order. You don't seem to have any of the DLC, so you need the non-DLC versions of Nevada Skies and EVE.
the dlc works fine on the ultimate edition without it activated in the load order, infact it's disabled by default in the NMM.

I don't see any mods that use MCM. maybe it's not showing up because it has nothing to show.
I thought nevada skies used MCM, but if it doesn't that explains it. thanks talgaby

No, Nevada Skies doesn't use it. There is a separate MCM plugin for it, but it was abandoned and only works with an old version.
CASM has an MCM-compatible version… or, to be more precise, there are two MCM-compatible versions of CASM. Search for one of those (little difference between the two, only in how they handle multiple characters), install it, maybe the MCM menu will appear.
Or, if you want to test MCM, search Toggler mod on Nexus. It's a simple one and by default doesn't do anything, but good for MCM tests.

I am having MAJOR problems with this mod. i think it is because NVSE. i dont understand the last part of the installation when it says "These new commands must be added via G.E.C.K..." WHAT COMMANDS?!

You don't need to worry about that part unless you want to make your own mods using NVSE. If you're not a modder, just follow the two bullet points.

I have spent 3 days trying to make this work! OK well that makes this easier. I installed the other NVSE stuff. I need this mod for JIP Companions Command and Control. When i launch the game via NVSE, it says CC&C UI missing. then when i test the menu, it says that there is a problem with NVSE. i have the screenshots but idk how to post them here.

Install the Unified HUD Project. If you already have it, deactivate and reactivate it.

i reinstalled using NMM. no luck. Next i tried with FOMM and still nothing. While i was in-game, i tried doing "GetNVSEVersion" is the console and it said 4.

So NVSE is working, that's good, but the game doesn't detect your HUD extensions. Have you enabled archive invalidation? That's needed for any mod that overrides vanilla assets (models or textures or in this case: menu files.)

What is Archive Invalidation?
Ladez Sep 28, 2014 @ 1:01pm
It tells the game engine to use newer assets found in the data folder instead of those found in the packed .bsa archives. Like I said, you need it for anything replacing vanilla assets. It can be toggled on and off in your mod manager, look for it in a menu somewhere.
