Loyal's detonator doesn't work.

I tryed everything but it jus doesn't work, I googled it too but i can't fix this bug.
Basically my detonator starts beeping when i get close to the winch so i pull the trigger but nothing happens.
I did the quest just fine on PS3 but i have this horrible bug here, can someone help me?

PS.: Sorry for my bad english but i'm italian :)

Are you putting the ballast thing on the plane beforehand?

Yes!

If you are placing both ballasts, then I am not sure. I can only advise using the console to reset or complete the quest or load an older save.

Put both ballasts on the plane under the wings (between the engines), swim to the dock and it will tell you that the detonator is beeping. Equip it like you would a weapon, and fire it.

Before you do that, try to run around the area where it start beeping like a beheaded chicken. The script firing flag can be really wonky sometimes. On my second play through I have entered the lake and went back to that concrete slab at least a dozen times before the detonator finally fired.
You may also try to reset that map cell (travel to some far-away area, wait 72 ingame hours, then return).
