Some blanks are filled in, like talgaby said before, but the rest is up to the player to finish.
He makes a point to say that you explored the west (NCR lands) while he explored the east (Legion lands). So if anything, they imply the courier was if not sided with the NCR, at least a citizen of the NCR (NCR follow you through the divide and build a settlement behind you, as you are the only courier to take the shortcut through the dangerous lands of the divide).
Of course, they leave it vague enough for you to roleplay it any way you want. You can even roleplay it that Ulysses has you mistaken for someone else and is just insane (i mean, he IS insane, but he could possibly be REALLY insane).
That's how I chose to play it, because a) I resented the game trying to push *that much* history on my character to begin with, and b) the history it was trying to push on me was incompatible with the history I'd been playing up to that point (99% of the game...I didn't do any of the DLCs until I thought to ask if FNV continued after ending the main storyline or not.)
Where does that idea come from ? LR ? As far as I can tell they were just some dude who brought stuff to the area, not a founder of anything.
Somehow I`m guessing that, despite there being very little canon information about the Couriers past, this is non-canon.
its the best i could come up with, and also my excuse for maiing my nv character liik the exact same as my fallout 3 character.
besides, in fallout 3 you are the lone WANDERER, you've explored all of dc, why not wander somewhere else, and nv is only set like 5 years after fallout 3
Still outside of the canon regarding what we know about the Courier's past. He was an NCR citizen.
