Report a translation problem
Are you dragging items out of view, and then stealing them? I've never done that myself (mostly cus in oblivion if you even drag a stolen item it counts as you stealing it), but i suspect the game might be doing that in order to keep you from exploiting the system and stealing things by dragging them out of sight then stealing them.
It could just simply be a glitch though, dont know how to fix besides killing everyone then reviving them, or restarting all of the npcs through console commands.
I've tried it with a couple seperate accounts, 100 Sneak doesn't hide me in Jacobstown Lodge or Silver Rush and anything below has the same effect. It's only a couple locations where I won't be able to hide which made me think it was a patch but I guess not.
I asked my friend while playing and he can steal drag them into the rooms without being detected.
4 years and the problem was never solved even on multiple reinstalls. I'll never know why the game hated my sneaking in those rooms but it'll never pass. They'd still detect me standing if my memory is good. It's as if everybody had a permanent line of sight on me.
