Yes - you need FNVEdit to do it (at a minimum) though.
In addition, there are differences in the way the two games handle items that may (or may not - depending on the item and what it does) that can cause problems.
You're going to have to change the masters from Fallout3.esm to FalloutNV.esm to start with.

I believe there's a mod converter that automates some of the process at the TTW site.

TTW *does not* allow you to use FO3 mods - its a mod itself, for Fallout New Vegas. FNV mods work with it, but FO3 mods need to be converted.
