NVEC, FOOK2, & Project Nevada?
I noticed NVEC had compatiblity patches for both. Is it possible to use all three together? Or do I have to select one or the other in combination with NVEC?

You can use all three.
Expect major instability though due to the amount of stuff they (especially NVEC) add.

By Major instability, what do you mean? Like compatibility issues or FPS drops?

Gradual fps drops after game start, but mostly memory-related crashes or major slowdowns in some cases where it has to load a lot of stuff at once.

Given how I have 16 GB of RAM, I don't suppose ENBoost or NVSE's memory feature would fix this issue?

NVSE cannot help it even the least bit. Stutter Remover has features that help, but they are initially disabled and you have to enable them yourself by editing its INI file.
Also you need the 4 GB extender, and as the name suggests, it lets the game access 4 GB of RAM instead of the factory 2 GB, but even that can be too small, since the engine has issues removing unneeded files from memory. Another mod, Zan AutoPurge helps with that to a degree by forcing game cells out of the memory.
Still, even with NVSE+SR+NVAC+4GB+Zan frame drops will happen, that cannot be avoided. But this combo can help you to run large mods with… lesser issues than normal.

So if I want a more reliable experience... PN+FOOK Convergence would be the more stable way to go?

Well, yes. NVEC in itself has grown so big that it is a bit risky. You may try it though, although if it fails, you have to wipe New Vegas and re-install and re-mod it.

What about your experiences with it, talgaby? Do you think it'd be worth it? Granted I'd be hitting it with quite a few other mods, like texture mods, quest mods, and all that other stuff.

I used to like it, before 3.1 I think. Currently I say that if you are starting modding, it's good, but for one reason: to find out which mods, mod types you like, look them up in their lists (it's a good list), and install those few you want. So, in essence, as a sort of a huge demo pack from which you choose your preferred products.
