Owning any part of a Steam bundle marks it as "owned", regardless of the amount of items you have from that bundle.
As long as you don't own all items of a Steam bundle, you can purchase it for yourself. Therefore, if you own the base game only, or any amount of DLCs except at least one, you can buy the Ultimate Edition despite the warning Steam displays.*
*Sometimes you cannot add partly-owned bundles to your basket in the Steam client. Use a browser to buy it in the online store instead.
