Getting DLC Cheap
I already own the base game of NV, but I see the Ultimate Edition is on sale for cheaper than if I bought all the DLC together by about half. If I get the Ultimate edition, will I get everything (including Courier and Gun Runner DLC)? When I put the game in my cart, it says I will not receive another copy of NV, but will I get the DLC for my already owned base game?

Fallout: New Vegas Ultimate Edition is a Steam bundle. It has also replaced the base game in the store page.
Owning any part of a Steam bundle marks it as "owned", regardless of the amount of items you have from that bundle.
As long as you don't own all items of a Steam bundle, you can purchase it for yourself. Therefore, if you own the base game only, or any amount of DLCs except at least one, you can buy the Ultimate Edition despite the warning Steam displays.*
*Sometimes you cannot add partly-owned bundles to your basket in the Steam client. Use a browser to buy it in the online store instead.
