I have fallout NV is it possible to buy Ultimate Edition?
So I bought standard New Vegas a while back, and since all the dlcs are on sale I figured, might as well by 'em. The problem is, that it's cheaper to buy Ultimate Edition instead of the dlcs seperately. Is there anything I can do to get Ultimate Edition?

Buy the Ultimate Edition and you will get the DLC added to your account. You will not get another copy of the base game.

real question is, do you have to restart your NV progress once you purchase the ultimate edition purely for the DLC?

No. The DLC will activate in-game, regardless of your progress, signaled by a clusterfuck of popup messages. Once you've clicked those away, you can go on your merry way.

awesome thank you, definitely will then. bought only the original because i didnt know if it would work with win 8.1. only downside then is im basically paying an extra $5 i guess.

its not actually cheaper buy ultimate editon because money goes toward a game you already have see if you do the math it comes to 16.87 and i was completely wrogn and i'm sorry :c

Remember that application that opens before you actually launch the game? With "Play/datafiles/options/exit"?
Go into the data files option and if the DLC files are unchecked, check them and launch the game. You can activate and deactivate them at your whim and it's not unheard that they come deactivated. First place I'd try.

By that, do you mean verify integrity of game cache? If so i tried it out, and now it crashes every time i launch the game.

It is still cheaper, isn't it? I mean, the ultimate edition is just over 11 and all the DLC is over 15.... Am I missing something?

It is cheaper to buy ultimate edition rather than all the dlc. You save about 3 dollars when you buy ultimate.

Due to how new Vegas exists in Steam, sometimes buying the DLC is not enough to get it added to the game. (It seems to be a frequent problem with German players.) If a revalidation fails, try one or both of these methods (in this order):
1) Switch game language to German, revalidate, then back to English, revalidate.
2) Delete ClientRegistry.blob from Steam's main folder when the client is closed, then open the client. You may have to do the first step again after trying this method.

Tried both options, and now it does not crash. However, the DLC is still not showing itself.
