Exit the Crimson Caravan compound through the East gate, turn left and walk around the corner. You'll pass the entrance to Freeside on your right about half-way.
Or you could leave McCarrran, head North, take the first right then cut through the farmer's fields and continue due North until you see it.

Good point, I was talking about their HQ. There is a guy, Alexander I believe who sells stuff under the bridge at the 188 trading post as well. I can't think of any others though.
Their HQ is right where they are, it triples as the main factory line, the shop, and the quarters where the weapon masters discuss in. :3
I have to warn you though, about making your way there... The first time I've played New Vegas, I had circumnavigated the entire perimeter of the outer walls, and I couldn't find Gun Runners. Turns out, there's a bug and you have to reload a previous save for them to generate in the world properly. :S
