In my several hundred hours and thousands of vendor refreshes I have never met one of the chainsaw upgrades, to just tell a personal example.
This is one of the reasons I love Weapon Mod Vendor mod. It makes all weapon mods available for you, but at triple price.
Really? I found the chainsaw HD chain a couple of times and I haven't bought it yet. Regardless, what you said does seem to make sense. However, some of the times disappear way too fast (like accessing a trader's inventory twice within a couple of in-game hours to find out an item has disappeared).
Of course, since we are not lowly dirty peasants, we can also just use mods or the console to spawn in an eluding item.
I'm glad containers have an internal area disproportionately larger then their external appearance otherwise my player home would look very much like the hoarder houses you see on tv.
Just instead of Bric-à-brac, there are human remains, high powered weapons and tin cans. :)
