Katana and related mods sporadically appear/disappear
The first time I played with the GRA DLC, I got two katana mods but never got the katana itself. Upon starting a new game, I managed to get the Katanan and later, I noticed Gloria Van Graff had a mod for it but I did not have enough caps. After doing some jobs for her, I did have enough but the mod simply disappeared.

My question is, where can I find a trader who is guaranteed to have a katana and its mods?

Nowhere. Most of the non-named items appear totally randomly at certain vendor types. Some of them have guaranteed stock at every refresh (for example, Chet always has at least one shovel available), but the rest is RNG.
In my several hundred hours and thousands of vendor refreshes I have never met one of the chainsaw upgrades, to just tell a personal example.
This is one of the reasons I love Weapon Mod Vendor mod. It makes all weapon mods available for you, but at triple price.

Really? I found the chainsaw HD chain a couple of times and I haven't bought it yet. Regardless, what you said does seem to make sense. However, some of the times disappear way too fast (like accessing a trader's inventory twice within a couple of in-game hours to find out an item has disappeared).

With vanilla settings, traders restock twice per week at set times, regardless of how long you have been there before. It can also be used for "caravaning" runs, where you plan a circle around the map to fit in this period to gather stuff, if you plan on hoarding certain items or looking for a specific thing that is totally random.

Of course, since we are not lowly dirty peasants, we can also just use mods or the console to spawn in an eluding item.

I'm glad containers have an internal area disproportionately larger then their external appearance otherwise my player home would look very much like the hoarder houses you see on tv.

Just instead of Bric-à-brac, there are human remains, high powered weapons and tin cans. :)
