What people refer as new engine in terms of TTW is the modified gameplay mechanics Obsidian tried to add in using what they could figure out of the scripts. In this regard it's similar to what they did, for example, with Knights of the Old Republic 2, where they used the exact same engine supplied by the creators of the first game, yet managed to add in new gameplay elements/features.
Well it wasn't made by the Bethesda crew, but by Obsidian.
I am aware Obsidian developed the game itself, but the engine itself was supplied by the publisher, so they had nothing to do with the technical aspects.
Although based on the few games they developed as Obsidian or Trokia, where they made their own engine, I'd say it is a blessing. This Gamebryo may be a mess, but it is a godsend pinnacle of stability compared to what we had to endure with Arcanum or Temple of Elemental Evil (or with Pillars of Eternity now…).

Dang this game has a companion who is a daughter to the companion of Fallout 2
Developers who understood the engine and scripts better then whom created them :P
Stable then Fallout 3(i had crashed in DLC every 5 min or so on modern PC(works best with only one core if not modded))
Crashes on Fallout NV if to many loadings seq. (enter reenter area 20-30 times or quick load) or prolong gameplay
And yes Docs head spinning i downloaded a mod so it would recreate the bug( I JUST WANTED IT :D)
