Can't Click Dialogue Options!
I've been playing one character for 25 hours with no issues. I have not installed or updated any mods since I started it, besides uninstalling NMC's textures.

Today I started playing again and when I talk to an NPC after fast travelling, I can't choose any of the dialoue options! I have to force quit the game and when I load the game again, I can click dialogue options for NPCs, but can't after I fast travel.

I've validated my cache too.

Are you playing with mods on? From your initial post, it sounds like you do. Could you post your load order if so?

Sounds like the mouse-issue a lot of people have. Just search for "mouse problems" here.

Alright I think I figured out a solution for PC that makes dealing with this problem somewhat bearable.

Whenever the issue comes up involving not being able to click dialouge options or select items just go to your pip-boy and select a quest. That seems to reset things. Any quest will do.

If you ever find yourself in a situation where you can't click any dialouge options or utilize the companion wheel just use this console commannd

That console command, cam, stands for close all menus. It should allow you to be able to reset things by allowing you to go back to your pipboy and select a quest.

If you have this problem and nothing else works, a upsetting but working way to get around it is to use arrow keys in the menus. It doesn't allow you to do some things like sell in shops, but you can still at the least navigate options and press enter to select them.

Wow. Sixty-five mods, and you're shocked there's a problem. I learned the hard way about modding by playing Fallout* games. I played the latest games in a rather screwy order, dictated by when I actually purchased the games:
Fallout 4
Fallout 3 GOTY Edition
Fallout: New Vegas

I ran into MAJOR problems in FO4 with only a SINGLE mod installed, from minor irritations to mission-killing glitches to progress-halting faults. Same thing with FO3, so by the time I got around to Vegas, I played strictly vanilla.

I've modded other games with very little trouble, but Fallout is an entirely different proposition. I started modding, mostly just audio and textures, back in 2005, but the more complex games got, the more coders involved in development, the riskier it is to mod.

It had (and has) nothing to do with mods, it is a bug with how the game interacts with the .NET libraries, and it was introduced only a couple of years ago. It happens if you leave the map screen without closing it, so usually at fast travel. The solution is to open the map again, move the cursor over it, then close the map menu.
