The default movement speed is running, you manually toggle walking.

Its in the options. If you tick 'Always Sprinting' the shift slows you. If you untick 'Always Sprinting' then shift makes you sprint.

I only thought it should make me run because the description for shift is literally "run"...so there is no sprinting without mods?

No. It's not really needed anyway. The world map is small and you have fast travel. It's not like combat is challenging or you could sprint to covers anyway; the shooter mechanics are, thankfully, old-school, not this console toddler crap. :)
