Note: If you feel that the sensitvity is too slow or fast do not change it from the in game options menu as your camera will go extremely fast. Instead change the fMouseSensitivity number in small increments (Ex: fMouseSensitivity=0.00035)

bumping this thread just to say thank you for this post! I've been modding NV for years and this is the first time I ran into this problem, and your solution works perfect!
GetGameSetting fVanityModeXMult
returned a miserable 5. I currently don't know what changed the setting on me but I can reset it to 30 using the console command
SetGameSetting fVanityModeXMult 30
But like I said any console use disables achievements or so I've heard.
FYI when I first start Fallout New Vegas but before I load a game the setting is the default 30 but as soon as I start a New Game or Load a Game its drops to 5.
