The walls should already spew splinters if you shoot them, but they last milliseconds and are really low-res.
Adding clutter to shoot can be done, but generally the aim of most modders is to reduce such clutter because it is one of the things that causes gradual slowdowns as you play.
Extra gibs… that would be modeling work. May be done somewhere, but modelers usually aim to create living stuff that looks better, or updated item meshes.
And could modders copy existing ambiguous gored body parts to increase the amount of red meat rigidbodies that spawn as individual parts gib? Maybe a Mortal Kombat style mod where there's 5 legs, 7 eyeballs, 4 skulls, (and so on) as parts gib just for ♥♥♥♥♥ and giggles? Perhaps extra and/or larger blood puffs and blood particles as well as more frequent decal spawns?

I'm gonna look up a Mighty Foot / Smod-esque kick mod, and a dual-wield/akimbo mod, like a John Woo Film. Double the gun, double the fun.
Rooms with lots of NPCs exist. Don't ask me names though, I just know I saw this. It is also super easy to crash the game with a memory overflow with this. With creatures it is more tolerable, but humans have everyday routines by default and it can tax the scripting engine beyond hope.
Forget dual wielding. It took Bethesda 11 years to implement it and it was in their new engine only. It has been attempted in New Vegas, but neither the graphics, nor the scripts (especially the scripts) are not able to handle it, even if they tried to inject the new behaviour into it.
Destructible crates were not implemented, I only recall explodable juke boxes from somewhere. Check the mod list integrated into New Vegas Enhanced Content (NVEC), because it may have been expandedin the past 20 or so months since I last used that mod.
Item spawning is done with the console mostly. Although you usually need to search the GECK (or its associated wiki) to get the exact codes for objects.
