Texture Flickering
Not just in FNV, but in plenty of other 3D games (I can only think of Brutal Legend at the moment). I've seen other problems with AMD GPUs, and my issues with other games started when I got this "new" graphics card. I'm not the only one having such problems, I saw someone say something about turning off a thing in the gaming section of AMD catalyst control, but this is all that's on mine http://i.imgur.com/uzAu41y.jpg

PC Specs
It's basically the stock DX4200-09 from Gateway. Gateway doesn't have a page on it, so I'll list it anyway.

CPU: AMD phenom 9150e Quad-Core 1.8GHz

Motherboard: http://www.ascendtech.us/gateway-dx4200-09-motherboard-4006272r_i_mb64gatdx420009.aspx (It's a custom made motherboard for the DX4200-09, so I can't find any other specs on it)

GPU: AMD Radeon HD 6670 1GB from XFX

OS: Windows Vista Home Premium x64

Ram: 6GB (DDR2 I think, I can't remember the speed)

It could be your driver. there's a program called Display Driver Uninstaller that can remove your current GPU driver so you can install the latest one. The main reason people will do this is because they belive that installing new drivers over older ones can cause conflicts.

If you do decide to use this, DO NOT uninstall your CPU drivers. If I remember right, there's an option to remove all AMD, Nvidia, Intel folders and eeing how your GPU and CPU are AMD, don't do that option.

My HDD crashed a month or 2 ago, and since AMD stopped updating their Vista GPU drivers, I had the newest immediately, but I'll try that.

If you mean flickering on far-away objects, it is a recurring error in certain AMD chips. It is frequent with the Radeon HD 4000-6000 series.

I've only seen it happen indoors, mostly just with the cell's texture, but I saw sunny smiles' face flicker a few times too.

Also, my computer is old and crap, so I couldn't reinstall my GPU drivers. It would get everything downloaded fine, except the HDMI audio drivers and the graphics drivers. I had to load a backup of my HDD to get the drivers back, so that's not really going to work.

Drivers wouldn't help, it is a hardware level glitch, if my guess is correct. Messing around with AA and AF sometimes can help it in my experience. (Although I'm not entirely sure why does AA levels help with something like this…)

Well, good to know that I'm screwed unless I get a new GPU. I have AA and AF at the lowest setting, since my CPU will cry otherwise, so I don't think I can do anything there.
