If you choose the first option, the elite riot gear is probably the best all-around armour in the entire game without any perks to assist it, easily rivalling the Gannon armour. Of course you also get said gear almost at the end of LR… until then, a power armour or the best variant of the combat armour you can get your hands on.
Weapons… melee characters have it easy with the critters since you can bypass a lot of defence and especially the elevator ride is easier when you can just spam the whack button endlessly. Some fast but piercing weapon can be useful against the tunnellers, standard fare for all else.
If you like ranged weapons, LAER or RCW, maybe tri-bean for energy weapons, Christine's DKS-501 or the desert variant + shotgun + M1911 for conventional firearms.
Or you can stock up on roughly 1200-1500 12.7 mm ammo and go crazy with the SMG. Just make sure to pack a scoped/sniping weapon for the hanging road/crow's nest/hotel roof segments.
About the speed bonuses... I'd also advise being as speedy as can be, since you'll really have some encouters where the you'd really wish for speed and agility to avoid and fight your foes at the same time. Medium/Light armour would do well, Oh by the way the Ganon Tesla armour is apparently good as well! But I also yet have to try that one out... Never did get it, just because I hate loosing Arcade as a follower, but then again there's a mod for that as well... Hope it helped you out, also stock up on as much energy cells you can, P.S. the Sprtel Wood 9000 is also so damn lethal it's unpossible (as Mobius and Klein would say...) to believe!

Worth a ♥♥♥♥ ton of caps indeed... But they're one of the most powerful items in the game IMHO, afaik, Christine's DKS-501 is right behind the Gobi Campaign Rifle, when it comes to being the "Strongest" sniper/weapon/rifle in the game...
In the game, it is just a very heavy sniper with ridiculous ST requirement and ultra rare ammo that also weights a ton. Plus it's slow. You can empty the clip of the ratslayer and reload it by the time you fire a magazine of the Hécate II. And there are very, very few vanilla enemies that cannot be killed with a sneak crit headshot with Christine's rifle. Heck, even the ratslayer can kill normal adult deathclaws with one hit.
Combat in this game is really not the focus, so it's quite easy, once you learn the game mechanics. We often say that a half-decent player should be immortal around level 20, and a good one around level 12. And if you are really, really good, then you can stock up and be invincible by level 4, after doing a few rounds around the map for some specific stuff.
That's very true... When I started OWB for the second time now at level... 21 or so? I was basically already, Semi-Godlike, after it I'm basically a damn beast, just saying... Also about the Sniper Rifles... I'd also say that I myself prefer the Ratslayer and Christine's rifle over the Gobi or anyhting else... But I also REALLY love the YCS-186, went for Wild Wasteland this time so I didn't get it... :'( But I won't need it anyway in this playthrough... Also played through all the DLC's before, all of em but Dead Money, yet have to see the Holorifle for myself!
On weapons to bring,
A sniping weapon of some description, be it anti mat, hunting, holo, gauss or sniper or any variant will be useful if you want to bring one. Unlike the Mojave however you cannot rely on it to do everything for you, there are a few places you will be forced into close fighting.
As I already mentioned, a high DPS weapon for fightng tunnelers.
Something capable of dealing with high DT targets at close-mid range. Depending on your skills, perks and ammo stockpiles the potential number of weapons in this group is huge, but you shouldn't go wrong if you bring your favourite mid-close range legion/ranger hitman/deathclaw killer.
Riot shotguns, a light shining in darkness, .45 or 12.7mm smgs, trail carbines, brush guns, LAERs or the survivalist rifle are probably among the most popular.
That being said, the weaponry you find in the divide should be enough to get you through. The flare gun and nail gun are particularly useful.
Don't forget that you can leave at any point, so if you find yourself wanting a different weapon your free to head back and get it.
I do like the stealth armor as well, problem is its always talking and it gets pretty annoying lol
