I started using the default ini files from the stutter remover and only turned off FPS management (since Im using RIva turner) and enabled heap replacement to help with the lack of multithreading.
No longer having any problems. Even smoother than it was before. :)
You know. Its actually thanks to you that I found out about that! I was reading one of your old thread posts which mentioned it and I hadnt heard about it.
Before reading it my FPS was dropping from 60 to 40 everywhere I went, yet my CPU usage never went above 65% at max (mostly sat at 45%).
CPU usage hasnt increased too much, but has matched the performance much better. So thanks!!
Does any of those mods fix this kind of issue and finally make it smooth? because all the stuttering is making me have less and less willpower to even launch it, as im finding it hard to enjoy in such conditions.
P.S.: i did see the stutter remover before, but then one of gophers (the youtuber) videos was on how it actually decreased the performance. I just wanna fix the stuttering, my performance is always 60 fps otherwise.
I'd consider it critically essential for any and all texture mods.
In regards to stutter remover, Gopher may have been referencing how older versions of the stutter remover decreaes performance for newer processes. I followed the guide here:

minus Roybatterians NVSR file fixes which caused decreased performance for me.
I also used the Skyrim OPTimizer (it works for Fallout NV and Fallout 3 too) to compress some of the high texture mods that Im using with little change in the effect. That helped a lot with the drops too:

Are you using ENB?
From recent googling all i got was random responses and an asortment of "fixes" that didn't even seem to make much sense in the first place. I tried increasing some values in .ini like the interior and exterior cells but that simply did not change anything.

Another thing to add, since youre using ENB, is that the ENB local file needs to be changed to reflect the specs on your computer or you'll have reduced performance when using it. The STEP guide explains what the values mean: http://wiki.step-project.com/Guide:ENBlocal_INI/Memory
Before I modifed the ENB local file I was also getting slightly reduced performance because the ENB wasn't using all of my GPUs memory or even close to my total RAM.
What are your specs too?
Specs are i5 6600k at 4.5 Ghz, 8GB DDR4 and GTX 960 on windows 8.1.
I would try messing around with the NVSR ini. Use the latest version since it would apply to your CPU and change the
bReplaceHeap = 0
from 0 to 1 (you can change it from 1 all the way up to 6). Also disable FPS management in the ini file unless you want the stutter remover to clamp your FPS. I mean worst comes to worse you can always just remove NVSR with no problem.

Also, if you have loading stutters, you should also purge cell buffers in-game every so often. If you don't want to use the console manually all the time, you can use the mod Zan AutoPurge, which sends the cell purge command at (configurable) set intervals.
The second newest release of NVSR mentions a problem where the game will crash after a while, and the newest release says it "hopefully" fixes the cause of the issue. Seeing as the 2014 releases aren't developed by the original guy, or are but after a 3 year break, I imagine the persons familiarity with the programs code is either non-existent or greatly diminished, they can't even comprehend the 64hz fix code and decided to simply remove it because they can't comprehend how it works. This is why I stick to the latest 2011 release.
The Heap Replacement is definitely something you can try for a general performance increase if you're using Windows 7 or newer and choose the Windows Heap option. It's a night & day difference in Oblivion for example (Never used it in the Fallout games). not at all recommended for Windows XP and although it says it willl work for Vista with latest service packs, I didn't personally test it on that O/S.
Edit: I only disable the FPS Management bit, the rest is left at default.
