When I put this file back into the steam\steamapps\common\fallout new vegas\data folder, the mouth textures returned. I guess the mod author made a separate esp file for configuration reasons. If anyone is having their game crash upon loading, I suggest deleting esp files such as: "FCO - Russel.esp" which came with FCO, despite me not choosing it during the installation process. If there is an esp file that requires/ uses another mod that you do not have, you must delete it yourself. A common culprit is "TTW versions" of mods. ... [OFF TOPIC]: For instance, I downloaded a mod called NevadaSkies, but it kept crashing when I enabled it. I went into the data folder, and sure enough, there was a file called "NevadaSkies - TTW Edition.esp". I deleted it and, voila; it started working again. TTW is short for Tale of Two Wastelands. If you don't have it, then delete all esp files that say TTW to fix broken mods.
TL:DR: missing esp files (which causes missing textures) is a lot better than having excess/unsupported esp files (which causes the game to crash upon starting the program).

In my case, I copied the "mouthhumanmerged.dds" file into
