I would just play neutral. Do quests for everyone, dont commit to anyone. This way you can do all the quests up until the very end and still join the legion for the final stretch. Or every other faction.
Being neutral is not hard, just never attack Legion or NCR soldiers and stay out of fights you encounter between the two. (well and dont commit crimes against the factions. at least not if anyone can see you/hear about it after)
That way nobody hates you and you can do all quests for both sides up to the like 90% mark of the game.
The annoying part in all this...those armors aren't light. I wanna wear the biggest Legion armor they have (which weights alot) then I have to be dragging around NCR armor (which again isn't that light if I remember right.)
Their quest lines are shorter though, but actually trying to kill Kimball instead of protecting him can be a good quest. Also, the final battle where you are now playing with those who you are fighting against otherwise can be an interesting experience.
Playing an evil chara is really not a good fit for the legion side. The legion does not tolerate murder,thievery and all the other crimes, the main difference between them and the NCR is mainly that the NCR would give you a trial and a jail sentence while the legion would just crucify you to make an example for other wrongdoers.
As an evil character the best route is still the "Yes Man" one. Screwing everyone over, becoming your own little dictator in your own little kingdom.
Having to do either of those, or even having to commit any sort of crime is a very narrow definition of evil.

Also depends on what you mean by legion play through.
My favourite play through was as a legion supporter, but he wasn't a member (at least not yet). Just gradually worked towards legion goals. For instance he completed the gun runners questline, even though I knew what the endgame of that was.
Also evil character can be any, my NCR character was more merciless then my legion character. He found the legion repulsive and was not shy about killing em, his legion counterpart was generally quite nice to people, avoided unnecessary conflict, he just held twisted view of the world.
Each character had their own view on what they considered inappropriate.

The only boring part about playing legion is the rewards. Caesar drops supplies in a bunch of crates every so often, but you never know for sure what you're gonna get. It could be 100 doctor's bags, or 5 stimpaks. You could get thousands of small energy cells, or one stealthboy.
The only guarantee is that you'll be RICH. He'll hand out hundreds to thousands of legion silver coins when you're idolized. This is quite unlike NCR, which pays you in worthless paper money, if at all.
Oh, and most of the big quests will have a counter-legion quest for every NCR quest. So instead of working to save camp Forlorn hope, you can go there and kill everybody, then cash in your newfound infamy with the legion. There's even a way to gain status as papa Khan's heir, if you murder enough NCR officers.
You're confusing the law axis with the morality axis. The Legion is a textbook example of a lawful evil society. Citizens are without rights other than to serve their superiors. Laws are strict and punishments are very harsh. Caesar's Legion is not about aiding the other. The law exists soley to the benefit of a single individual. His people are, even by his own admission, disposable.

Incidentally what would you think would be the correct alignment for durance?
Why would you be entering an NCR town to *talk* to people?
Oof. That's tough. Durance certainly adheres to a code. He wants to test people through adversity. Doesn't matter if it breaks them. That's lawful in itself, even though it breaks away from the accepted tenants of Magran. The real question is in the moral axis of the alignment. His claim is that all of his work has been for the benefit of the soul on the recieving end of his actions, including the killing of the Readceran collaborators. What we find in the end is that all of this questioning, killing and general harm done was really a product of his own doubt. In that end, Durance sacrificed the well-being, health and in many cases the lives of others to serve his own end. That is certainly an evil act.
So, I'll go with a tentative lawful evil for him as well. I see him as the sort of token evil party member common to the roleplaying genre. That is, of course, not to diminish Avellone's excellent writing. Durance is my favorite party member. He just happens to fit that trope.

I haven’t played the expansion so I can’t comment on some of those characters, I generally agree with perhaps Hiravias as an exception. Durance is quite fun, one of the better token unpleasant teammates.
