How to easely get 5.56 ammo ?

I am playing on hardcore with very high difficulty and just obtained the rat slayer. I had to use up a stealth boy to sneak past the giant as rats. Now I need a large ammount of the ammo.

The supply is replenished every 2-4 days
If you wait 5-7 days the sales-bot will have 8k in caps making it easy to sell items to buy the ammo you desire.

I do find that to be quite dumb, level should not have anything to do with the Vendotron or any other vendor for that matter, considering their could be others buying and selling to him over the week.

Most of the people in the region are either too poor to be buying guns, (see the Freeside Thugs carrying basic Melee/Unarmed weapons that also act as tools, aside from the occasional Spiked Knuckles) are using equipment that isn't theirs to own (NCR, Crimson Caravan guards, Van Graff employees) or otherwise can't shop at a store in the game (Fiends, Jackals, Legion) so you're pretty much the only one keeping things running there ingame, or at least at that booth since the NCR buys from Alexander at the 188 Trading Post.
