I'm genuinely asking because I've never played FoNV on HC.
The term Hardcore is slightly misleading.
Its not more difficult per se, just adds a bit more micro and prevents stimpak chugging.
Yes. Even in Hardcore. I'm doing a Hardcore run right now and I've never ran out of 5.56mm's for my Ratslayer, Ever. I usually buy them from every vendor that I know of... Vendotron, Chet (Goodsprings), Joe Cobb (Novac).
Vendortron also offers rifle powder and primers which can be used to make your own ammo.
A one off batch of 72 5.56mm AP rounds can be got as a reward for a very simple quest given by Ranger Jackson at the Mojave Outpost.
As already mentioned, most NCR troops will carry some, and as Powder Gangers often carry varmint rifles they often have some too.
That's based on player level, not time.
The .223 is overall better than the Surplus, at least in terms of not breaking the weapon apart. Less damage, but sneak headshots kind of overrule that.
You can loot it everywhere.

Goodsprings, Chet dude.
Primm, Nash, the oldest man around.
NCR Correctional. the dude at cell B. Pay 100 caps to enter,np, loot is much more.
Mojave Outpost. The ugly girl at the bar.
For later, most of the NV solid sellers are in the E/NE area .. so it's easy to make a tour:
188. Alexander and the NCR's lady soldier.
Novac. Cliff. Talk first to the old lady at the hotel, to get discount.
Gun Runners. Best seller in NV.
Crimson Caravan. Blake, the guy at the kiosk.
Freeside. Mick and Ralph. Ask for the special stock. SIlver Rush, too, but for energy stuff only.
Camp McCarran. Contreras dude. Take care, he sucks...
Hoover Dam. Brandon idiot, at the basement... NCR fame / 50 speech, required.
Also random travelling merchants use to be found in these locations:
