Did you put them in the Main NV folder or the data sub folder?
Make sure you start from scratch.
Remove all prior script plugins from the FNV folders.
NVSE will throw an error (it did in my case anyway) if you have scripts/plugins already installed.
1. Navigate to
C:\Program Files (x86)\Steam\steamapps\common\Fallout New Vegas
2. Unzip NVSE (usually found in your Downloads folder within Users) and place
nvse_1_4.dll
nvse_1_4.map
nvse_1_4ng.dll
nvse_editor_1_4.dll
nvse_loader.exe
nvse_steam_loader.dll
into C:\Program Files (x86)\Steam\steamapps\common\Fallout New Vegas

NOTE: You will know you are in the right directory FalloutNV.exe and FalloutNVLauncher.exe will be in that folder as well.
3. Unzip Anti-Crash and place the following files
nvac.dll
in to C:\Program Files (x86)\Steam\steamapps\common\Fallout New Vegas\Data\NVSE\Plugins

NOTE: You will need to create the NVSE within the Data folder, then go into the NVSE folder and create the folder Plugins (must have a capital P).
To Creat a folder; Right-click on an empty (white space) place within the Data folder, go to New>Folder.
4. Download and unzip Stutter Remover (NVSR) and place
all the files and folders from the zip into the same directory as step 3.

5. Restart Steam (if it's running).
Navigate using +Add a Game- non-steam game and then browse your computer to
C:\Program Files (x86)\Steam\steamapps\common\Fallout New Vegas and click on nvse_loader.exe. Then click the add and ok buttons.
6. Start the NVSE_loader.exe via the steam client and the game should start (without the loading options splash screen).

Option 1:
1. You may rename nvse_loader.exe and then add it to your steam games list
Go to C:\Program Files (x86)\Steam\steamapps\common\Fallout New Vegas
right click on nvse_loader.exe then rename.
Note: The .exe must remain at the end or it won't work.
I renamed mine to 'Fallout New Vegas SE'
Option 2:
2. You may also need to have nvse_loader.exe run as Administrator.
To go this right click nvse_loader.exe>Properties>Compatability Tab> Tick "Run this program as Administator"> click OK.

Desktop shortcuts. Non-Steam games. All unnecessary. Just dump the files where they need to go and press play in your library.

does all the NVSE folders (dll and maps) also have to go in C:\Program Files (x86)\Steam\steamapps\common\Fallout New Vegas\Data\NVSE\Plugins???
And how do I "unzip" it because it isnt in a zip folder it's in a utorrent folder???

I don't know what you are downloading that is a torrent file but I wouldn't download those since I specifically stated they are ZIP files.
I understand the NexusMod site is a little disorganized, however take your time and look for the the Tab that says Files.
It can be found among other tabs that say: Desc, Files, Images, Posts, Tags, Videos, Actions, Changes.
