Memory Issues (please help)
I have some mods installed in my new vegas, and after sometime the game became a bit choppy and laggy, even though I was content at first, the game finally prompted a "out of memory" window, and crashed. How do I solve this problem without deactivating my mods? Could someone help?

Install the 4GB Loader. It will allow your game to load more memory.

Also get New Vegas Stutter Remover and configure its INI file manually (readme is packaged with it). Make sure to enable at least the heap replacement.
Finally, get the Zan AutoPurge mod that periodically purges all cell buffers to free up a little memory as you play. It doesn't help that much, but it may be useful.

Heap replacement? I have stutter remover, could you please write all of the exact parameters that I need to change with their new numbers?

Btw, thanks for that mod, PresiDente. I installed that as well. And after I set up my stutter remover.ini , I presume I will be good to go

I just tried again, but it seems the 4GB Loader is not detecting the NVSE/or it's plugins like stutter remover when I run it via 4 GB loader? There is a mod called XRE flyable vertibird mod, and it notified me that it doesn't detect stutter remover working, when I open the game via 4 GB loader.

That is not needed. The newest 4GB loader and NVSE load automatically if you start the game in any way. You cna just press the play button in Steam and they should work. Assuming you put the 4GB extender's files next to the game executable and not the data folder.

As for your stutter remover question, there is a readme included with the plug-in that tells you what to change in the INI file to exactly what. You can find the instructions to change the heap replacer (I suggest using the "1" option described in the readme) there.

I made the heap replacer change (which wasn't a necessarily recommended thing for everyone but I'm still gonna test it) and is the readme that you talk about the readme of stutter remover? And is the .ini you talk about the stutter remover's ini?

Yes. The two text files that come with it.
Heap replacement is actually a very recommended thing for everyone, but since the algorithm the author made isn't stable on all CPUs (for example, on my Athlon II, it makes the game crash more often), it is disabled by default.

I'm reading the readme, but I couldn't find what to change in the stutter remover.ini in order to make it work together with 4GB.

4GB works on its own. The updated one loads in any time you start the game. Same as NVSE does now, or an ENB pre-set does too. SR is used only to optimise the game engine itself a bit, or more precisely its CPU and memory management.

If you check the NVSE log files you'll see it loading New Vegas Stutter Remover even when using the 4GB launcher.

But the readme of NVSE nor 4GB doesn't mean anything about being able to load without launching their respective launchers? Plus I didn't see any nvse log mentioning about stutter remover loading neither. open the ini. with notepad change this line to = 1 (bReplaceHeap = 0)

It is there in the log you posted on Nexus:
