Power armor training holotape is only ever in mods.
In the actual game, the only ways to get power armor training is through Arcade's quest, or doing all the brotherhood quests and becoming a paladin.
Even without being a Star Wars fan, I don't really think Disney did that too well; Revan isn't canon, but Darth Spider-Maul is.
Considering part of that life was 300 years of torture at the hands of the Sith Emperor...not a really good ROI on that debt.
