Why can't I play 4k in Windowed mode?
Just installed this on my new(er) pc. It said it would detect my graphics card, and I selected 3200x1800 resolution, but as soon as I select "windowed" it revered to 800x450, and now all the options above 1920x1080 are just...gone.

What kind of monitor do you have? Just because your GPU can support 3200x1800 resolution does not mean the monitor you use can.

EDIT:
Just remember that we are dealing with a 10 year old game built on a 12 year old game. So expect that there should be problems. The people in 2008 didn't exactly plan for a 3200x1800 resolution, and if you want ultra-wide screens you will have to mod the game for that support. I am just saying. Expect problems.

This monitor is 4k. The computer is 4k ready. I play other games in 4k. I use 4k in my display settings. I can even play 4k on fallout, but only if I play fullscreen. Windowed doesn't work for some stupid reason. Also, it's a normal 16:9 monitor.

This is an engine from 2001, it cannot support windowed properly. The best solution right now is using the OneTweak user hack for fake fullscreen: https://www.nexusmods.com/newvegas/mods/59266
However, since the engine is this old and can only use a single thread, get ready for massive stutters and framedrops in 4k as any modern CPU will really struggle with that kind of overhead, even Intel ones.

Welcome to the world of Bethesda Game Studios. They supplied their internal engine for Obsidian to work on. They licensed GameBryo back around 1999 for Morrowind, and they kept the exact same engine to this very day and made all their games on it. They tinkered on it in the past years, even redid it as much as they could for Skyrim in 2011, but even Fallout 76 carries the same scripting bugs that were present in Morrowind in 2001 (and patched at least five times by the community, but never by Bethesda) to this very day. Because they made an internal world-building tool that only works with this engine and they said their team does not want to learn anything else since it suits them just fine. So, they are stuck on 19-year-old technology. And Obsidian was stuck on 10-year-old technology when they had to develop New Vegas.
