I'm currently doing an unarmed build and for some perks it basically requires me to max out melee weapons as well. Despite this I've had more points to spend than I really need for a while now, even tho I still have 12 lvl left before I reach lvl 50.
So yeah, absolutely possible, unless you want to min-max the crap out of it, in which case you may want to decide to go with melee only, as unarmed combat improves with endurance, not strenght, and explosive weaponry tends to require good strenght to be wielded correctly.
attributes dont matter for skills only int does. since high int lets you max out every skill.
The key component is to remember that the game has physics, and that most areas in the world aren't flat surfaces. Preempt combats by throwing microfusion clusters around corners, in front of the enemy, into their escape path, and so on, roll time bombs and bottlecap mines down slopes, etc.
The ultimate solution to any problem is the fat mine, which you can tank if you min-max damage resistances, but nothing else in the game can, and one detonating usually sets off everything else you've thrown out, which makes for great screenshots.
The only 'guns' of interest for this playstyle are the red glare, 25mm APW, and GRA version of the fat man.
