Are skills hard capped at level 100

in fallout new vegas i noticed itsmuch easer to buff you skills with magazines clothes food ect but i noticed that you can't bypass a very hard lock unless your base skill is 100 and there is the matter of stealth and combat skills do they get a boost if your skills are over 100 temporarly

They are. You can use a mod to unlock them and boost skills over 100 (and the rules are actually expanded up to 200) but the game can only show them up to 100 even then.

Typing tgm into the console will turn you into a god in vanilla. If one wants to cheat in GameBryo games no mods are really needed.

There is a mod called "Levelupnolock" and "Boosted Skill Effects" which work together. Levelup really does not do much without Boosted Skill Effects. I used them all the time for certain playthroughs....

They are pretty ballanced and try not to make the player too overpowered.

There are mods to increase the level limit, gain a perk every level instead of every other, and remove that cap of 100 on skills. As Talgaby said, they don't show as past 100 though:
