It's really bad for stealth, actually, because it's medium armor, so doesn't get to take advantage of all the cool stealth and bonus crit perks.
the assasin suit from dead money is better, especially with project nevada which gives it a stealth field.
oh, true, i haden't thought of that, I don't get those perks normally :)
Yeah, that stealth suit was pretty good, but doesn't help much in New Vegas.
Personally, the two you should look for (unless you're using mods like Signature Armor) is Christine's stealth suit and her silenced sniper rifle. They make it pretty easy to pop heads from a distance with no one noticing. The .22 silenced pistol and SMG are your sidearm for close encounters. You can use any silenced holdout weapon you prefer though, the Infiltrator from Project Nevada is a pretty decent silenced assault rifle.
Alternatively, if you want the REAL fun stealth build, it's all about sneaking landmines and grenades into people's pants.
Get the Configator and max it there, since that exceeds the ingame setting by quite a bit.
It does make PER essentially useless, though.

Going without mods or DLC, even the Courier's Stash, I'd suggest one of the various Merc Armors, basic Leather Armor or the Reinforced variety. They're common at the start, easy to repair later with Jury Rigging, and protect you better than Pre-War outfits. The Merc outfits can also be repaired with any other Merc outfit regardless of perk choice, and those are extremely common at the start, not to mention the Merc outfits and basic Leather Armor are all cheap to buy, making repairs even easier.
They weigh 8 lbs. and 15 lbs. respectively, though, so holding a large number of them for future repairs isn't entirely feasible.
All that being said, outside the DLC there's not much in the way of really good Light Armor for stealth. Mods can help, especially AWOP's Mk II Merc outfits, especially since a stealth package was added to the Beginner Box that gives you a Varmint Rifle Mk II, 10mm Pistol Mk II (which is about the same as the Weathered 10mm Pistol, just with a slightly larger magazine), along with silencers for both, some decent ammo, and some other stuff I can't list since the ReadMe wasn't updated with that info on the mod page.
