You can try to disguise yourself - supposedly if you cna get in the door the guys in the interior will not be hostile to you and the disguise will allow you to get close enough (if you move fast enough) to engage the door guard in convo before he turns hostile.
A glitch, if you can get to the fenceline around the toilets you can activate the sit prompt on the toilet and that will glitch you through the fence.
Get a faction outfit. Don't equip it yet, but stealth-kill the guy guarding the door. Put on the powder ganger clothes, loot his body for the key. Enter the guest area and move forward. Go to the administration building (you cannot go to the cell blocks, it will blow your cover completely). Remove the faction clothes. Stealth-kill everyone in there outside Eddie's office. They can turn hostile as long as Eddie doesn't come out and yell something at you (it seems to lock him into being permanently hostile).
Put the faction clothes back on, exit the building, then the prison facility, remove the faction clothes. Go somewhere far enough (Goodspring is a good idea), wait 3 in-game days, then go back. Put the clothes back on, go to Eddie's office and stand outside the door. This is where you really need to make a save. Run into the office, spam the Use key to talk to Eddie. Get the quest, then run the hell out. Ideally, they won't turn hostile, but if they do, you need to wait another 3 days.
Do the first stage of the quest and return. Same setup. Repeat until you are finished with the quest or you can have the option to betray them and sick the NCR on them.
If you acquired a "shunned" reputation with the Powder Gangers by completing the Ghost Town Gunfight, you will still be able to talk to Eddie in order to receive this quest but assaulting anyone in the prison or gaining another level of infamy will turn the Powder Gangers hostile upon your entrance.
Completing the Nipton quest, Booted or the Vault 19 quest, Why Can't We Be Friends? may provide a sufficient boost to your faction reputation, provided you're not "Vilified."
If the Powder Gangers are hostile still, you can talk to Eddie by using a Stealth Boy outside the entrance and sneaking all the way to Eddie (this however might not work). Stand up and immediately talk to Eddie and the quest can be initiated. A Stealth Boy will be required each time you go back to talk to Eddie until the quest ends with the NCR confrontation.
It's also possible to acquire Powder Gang simple outfit or any other Powder Gangers outfits (also including Powder Gang guard armor) to disguise yourself and infiltrate the camp, then take out everybody besides Eddie in the Administration Building with a silenced weapon. Once only Eddie is left, it's advised you save and walk up and talk to him before he sees through your disguise. Once done talking get out of there as fast as possible again.
if you want you can skip the mission entirely and head directly for the prison, do whatever you want, then go back. Missions don't delete unless you're in the middle of doing one (ex: the train in the terminal won't explode unless you go into the room first).
1) "setreputation <ID> 0 0" to remove all negative reputation,
and "setreputation <ID> 1 0" to remove all positive.
2) tdetect to turn off detection.
3) setav aggression 0, to all the NPC's. This means when you open the console, click with the mouse cursor on the hostile NPC (who will not attack you, thanks to the tdetect), and write setav aggression 0 for EACH hostile NPC. You can give yourself Perception 10 to find the NPCs easier, palyer.setav perception 10.
4) After you setav aggression 0 all the NPCs, type tdetect again, and return to your previous Perception. (For me I used player.modav perception -3, and my percep came back my 7).
5) Profit.
Just used this on Powder Gangers, and it works. Have fun!
