Blinking black screen

I bought this game long time ago, played it a while and i forgot about it, i only installed one mod back then, now i tried to came back, the game started blinking when i had to choose my character traits "Strenght, Intelligence..." I supposed it was a one time situation, but it keeps happening, i tried to play with Win 8 Compatibility mode, game didn't run, i got to the launcher, pressed start and it requested permission, i said yes, and the launch screen opened again, and again, and again, it was a loop, if i said no, the game throws a message stating "Fallout New Vegas isn't installed and we couldn't find the installer" So i deleted it and downlanded it again, nothing...

The latter is solved by starting Steam as an admin. The former… probably graphics driver issue.
