You re stuck in combat mode, most likely. If you started Old WOrld Blues, simply teleport to the Sink, then back again. Should be good after that.

Its not that i finished everything and now suddenly i cant wait or fast travel anywhere

But what happens when you try? Do you see a game message stating why you can't do that?

enter sneak mode or enter a shop ( new loading zone ) can fix current enemies that has you as target or is bugged or get stuck that way,

new vegas has many mobs that is getting more stuck in the ground or Rock, its like the spawn position is sinking in the world with some of the few mobs

The tcai command might also help. (means toggle combat artificial intelligence) Be sure to turn it back on with the same command later.
