a bunch of NCR soilders keep talking about "the ranger vets from Baja" and Chief hanlon says something about "chasing ghosts" does anyone even know what the ♥♥♥♥ is going on in the Baja?

It's just world building. Fallouts referred to a ton of events that happened outside the gameplay area.

Baja is a very long way away, and it has all the best guys running about there. It's not really important where it is, but that it's incredibly far away, and that politics are keeping the good troops away from the real war.

It shows that the setting has grown a lot in size and scale since the 'old' days, and the chief likes to waffle about all the lakes and stuff they've consumed since he first joined half a century ago.
