Near the South East end of the map, near the river, is a Legion camp called Cottonwood Cove. On the road over there you'll spot a Great Khan being crucified. Let him down and he will probably put in a good word for you.
No he won't, because you're not able to let him down until you get the quest. You get the quest at the drug lab if I remember correctly.

Correct. Aba Daba Honeymoon must be active in order to pull Anders down. This means that (1) you cannot have taken hostile action against the Khans and (2) you cannot have taken hostile actions against the Fiends in Vault 3. Either one of those conditions will preclude being able to take on the quest.
