The only other method is console-command yourself back to neutral infamy.
This doesn't work for me. Tried to make the Powder Gangers neutral again but they still shot me on sight. It's as if my internal rep was still Merciful Thug even though the game said Neutral.
And yes I entered the commands right.
I set infamy to 0 and fame to 1. This made me neutral both in the Pip-Boy and on the map location markers. However, they still shot at me at the NCRCF back when I was trying to do I Fought The Law. I've since completed it by sniping everyone while hidden. May have been better that way anyways.
Yep. Went across the entire map to the farthest location northeast and waited 73 hours total. Went back, still hostile.
Granted, I have experienced similar things when I tried to get back to the Powder Ganger's "good" side, but it was a one-time error. I can imagine the NCR soldiers attacking the NCRCF be permanently hostile as they are scripted in this regard, but normal Powder Gangers should reset after infamy is positive again.
It kinda points to a stange bug in faction behaviour.
you could put on faction armor of legion , walk to cottonwood grove and exchange some NCR Dogtags to them to get positive reputation. If you do not want to kill NCR members for their dogtags you can steal them from most ncr soldiers. you need around 50 NCR dogtags to get idolized i think...

But if you keep it this way, the end battle may get stuck or crash as the enemy combatants won't move in to kill you, and you can't progress beyond a certain point. (You need the setenemy command to remedy that). Also, Legion hit squads will continue spawning, but they will be neutral on your compass… sometimes.
I did some digging. As it turns out, fame and infamy points in the engine were always meant to be a little like entropy, they can increase only, and reaching certain tiers will automatically start certain things. Apparently it's really, really, really hard to manipulate. You can increase fame by smaller steps and make it like you are gaining friendship, but lowering values when certain tiers have been unlocked may not reverse the effects.
This may mean that the whole reputation system isn't really based on numeric values, they are only to show your title in your PipBoy, the whole thing relies on set scripts in the background.
*But* manipulating the values by small increments to increase or decrease fame and infamy is supposed to work. Supposed. High emphasis.
And to close it off, and an end note about the Powder Gangers: their behaviour regarding the player IS bugged. So when you reach a point where they turn hostile, all their spwans will be hostile even if you can reach Fame tier 4 with Infamy tier 1, Good-Natured Rascal, which is considered a highly positive reputation (unlocks all high level bonuses with that faction). So turning Powder Gangers hostile is a permanent thing, and is a bug.
ANd now that I know that I feel no shame if I just console-kill them from now on at Goodsprings to maintain neutral reputation when I reach NCRCF.
I'm Vilified by both the Legion and Powder Gangers and I don't really mind as much an as I move further into the wasteland I see less Powder gangers and more Fiends & Vipers.

For that quest "I Fought The Law," I just ended up loading my game before I changed reputation around with the console and then just assasinated everyone except Eddie and told Meyers to go to Primm while I was at it.
Worked perfectly, although sometimes Eddie would get mad when I leave the conversation, only for me to run and escape before he can find me. Guess he didn't much like that I was an undercover NCR free agent disguised as a Powder Ganger.
