The one you meet on the strip is completely different of the one you meet in Goodsprings. So yes, it's securitron first hull is supposed to die at some point but the software is uploaded to another hull and it is just the same with a different body. Maybe the one you meet in Novac is already a new instance and the previous one from Goodsprings is long dead. It doesn't matter, as it is the same software and a identical carcass
The one in Goodsprings does travel. I've had him pass by me on his way to Novac before, and you'll notice that once you see him at each stop (Novac, Boulder City, and finally Vegas) there isn't a securitron at any of the previous stops anymore.
