That's what I was thinking, and what has me worried. I did get the Balanced Grip mod from a traveling merchant near the Mojave Outpost, after all. Are there any merchants who have a better chance at selling them, or is it just a flat rate throughout all the merchants?
Which one?
The Vending Machine mod does make weapon mods much, much easier to find, but it's also more expensive to get them from the vending machine than a storefront (but you can customize what the price markup is). If you don't use the mod, you can just use the wait function until a weapon mod that you want spawns into a merchant's inventory. The vending machine mod is fairly balanced, and it saves a lot of time. Not much reason not to use it.

Nammo - https://www.nexusmods.com/newvegas/mods/65499 - mod works similar as the first mod except it make npcs use the different ammos it has like the player does u can customiza how u want to npc to use the ammos type as well as change the %the enemy can drop the mods
