Only mods are Darnified UI and ENBoost

What is your graphics card? This is a common issue on many ATi/AMD cards and older game engines.

Go to the Nvidia control panel and turn off ambient occlusion (for this game or in global). Also, if you updated drivers recently, then try another driver version. With Nvidia, all new drivers are a gamble.

Ambient occlusion already seems to be turned off. I'm not really adept at this, how do I revert to an older driver?

Use the driver rollback feature in the device manager or find a driver of a lower version for your card from the nvidia site.

Tried reverting to an older driver. Didn't work. I haven't always had this problem. They look like flickering shadows, but they don't disappear when I disable shadows.

They are not shadows, that is why. It is a texture rendering issue. Problem is, if it is not ambient occlusion, then it is pretty much anyone's guess where the problem is caused: game, driver, hardware, caused by some external influence…

Ok, it turns out ENBoost was the problem... no idea how or why it caused this
