Who are the strongest?

I just want to know what the fallout community thinks. Across all the fallout games, who is the top dog? (DLC included, if they where not part of the game, like if they are cut content it doesn't count)

Frank horrigan probably. He has all 10s for special stats (in fallout 2 where special means more) and was basically an oversized super mutant in power armour who self destructs when he dies.

One on one, who has the highest most brutal stats and just in general a huge pain to kill. Like a cazador is pretty stron but honestly only one is not that much of a beast compared to a deathclaw.

and is this just brute force because the master has some high level mind rape and telepathy i could see him stoping pretty much anyone including frank who doesnt have a phychic nulifier on or a robot.

Physically, Liberty Prime, or one of the larger behemoths of the organics. If we consider only the Fallouts written by human beings instead of a drunken lemur, then Frank Horrigan.
In general, as an individual, the Master, no contest. He may have been a rather stationary fellow, but one who could melt your mind from afar anyway.

In game I think Legendary Cazador would ♥♥♥ up the Legendary Deathclaw and probably Rawr too.

I think stat-wise the ñegendary bloatfly can fight against every other legendary creature at the same time + giant roboscorpion and get away victorious

Frank vs the bloatfly would indeed be an interesting question, given a proper translation between Fo2 and NV mechancis would be done. Frank has an armor and a proper gun (amongst the scale of guns in FO2) he also has a ton of AP which means he would be quite fast if you include the plasma rifles AP consumption. Not sure what his level would be in a NV translation and his hitpoints. But I am sure he could take on the legendary blaotfly.
