Imo elite riot gear is better
Combined with its low item HP, I usually say wear it for the last mission if you do not want a more cumbersome Remnants armour during it.
The elite riot gear you can get on level 1… if you can somehow survive all the initial areas of Lonesome Road. Technically, running a lot helps you avoid most stuff, and you can even go back after getting the armour and do the DLC later.
Since both are difficult to get, you can also entertain the idea of using the Mark II stealth suit form OWB (it can be done on level 1) as a medium armour until you can survive acquiring the riot gear. Or do DM or HH and use the assassin's suit, a Sierra security armour, or Graham's SWAT vest—the latter two also have uncharacteristically high defence values for their categories.
