I agree wholeheartedly, except for the exceptions when I swap in & out items:
Elite Riot Gear (22 DT, Critical Chance +5, Guns +10, Charisma +1)
Elite Riot Helmet (+2 Perception for Scouting)
Hazmat Darklight Cowl (Night Vision)
Ulysses' Duster (Critical Chance +5%, Charisma +1)
Ulysses' Mask (Works with Dr. Mobious', but not Lucky Shades; 3 DT; +50 rad-resist)
Atomic-Valence Tri-Radii-Oscillator (4 DT, +1 Endurance, HP regeneration)
Rebreather (3 DR, water exploration)
Dr. Mobious Glasses (Convenient +2 Intellegience for dialogue checks; 1 DT)
Lucky Shades (Gambling, criticals, skill checks)
Naughty Nighty (Early game, +1 Luck to help with criticals, gambling, skill checks)
1st Recon Beret (+5 Critical Chance & +1 Perception)
Courier's Duster of choice, based upon decisions and stats.
Up to 39 DT on this build, just with these items. That's without Toughness perks, but with buffs from DLC and implant.

Though the female Courier in the Assassin Suit + Slave Scarf looks pretty damn good too.
Uhh, I don't look at stats I go by the DarkSouls metric of Looks >>>>> functionality.
For non combat situations.
For male Couriers: See the combat situation.
For female Couriers: Vera's dress + lucky shades. (looks also great on Veronica or Cass) :D
Beyond that, something pratical for what you need to do.
And ALWAYS the pimpboy 3 billion! :D
Remnants Power Armor: Still one of the sleekest armor sets in the game (and if you have the right perks, one of the most powerful), only tempered by the fact that it loses durability like a fat kid eating chocolate cake; it just gets shredded after one or two extended engagements with a couple of Deathclaws. That, and it's a decidedly late-game pick, as you have to cross the whole map and brave the Deathclaw Promontory if you want it at a reasonable stage of the campaign.
Elite Riot Gear + Advanced Riot Helmet: Pound for pound, the best medium armor in the game, but requires you to have Lonesome Road. The ARH benefits, including the night-vision, pair very well with the rest of the outfit. The only other Ranger set I rock is the Desert Ranger armor from Honest Hearts, which is also a very good set.
Armor of the 87th Tribe: Functionally a palette swap of Legate Lanius' armor, and dependent on how you completed Lonesome Road, but you'll always feel like a badass walking through NCR camps with this on (despite the Legion branding). I found it to be a great armor set for melee builds.
US Army General Uniform: From Lonesome Road, and a purely-cosmetic choice, but I like running into the Silo at the beginning of the game so I can pick this up -- it gives a strong Speech/Guns bonus at the outset. Being functionally identical to Colonel Autumn's uniform from 3 is also a big plus.
Stats are nice and there's definitely other aesthetics I enjoy too, but yeah
