Trait
good natured seems to be a good trait cause of +5 to every helpful skills in the early game, like speech, barter and medicine

Perks :
1. confirmed bachelor - cause most enemies that u find are males, it would be nice to deal extra 10% damage to male gender character
2. Comprehension - must take to maximize your skills later
3. Educated - same as above
4. Pack Rat - A MUST, since ammo have weight in hardcore mode
5. Jury Rigging - A MUST, in any kind of playthrough, basically make you repair things more easier
6. Better Criticals - it gets jobs done sometimes, and it stack with your current luck
7. Finesse - 5% critical chance

With DLC included :
Old World Blues :
1. Them Good Eatin - not only provide consumables for healing but also, good profit if u sell them
2. Implant GRX - basicall turbo that replenish every day, with 5 charges that cant cause addiction
plus this perk can be taken 2 times to improve the duration

Lonesome Road :
1. Burden to bear - extra 50 weight u can carry cause ammo has weight
2. Depend on your Karma, can only have 1 :
2.1 Aint like that now - Karma reset to 0, +25% AP regeneration rate, +20% attack speed,
immunity to critical hits.
2.2 Just Lucky i'm alive - +4 Luck for 3 minutes upon finishing a battle with less than 25%
health; immunity to critical hits, +50% critical damage.
2.3 Thought u died - +10 Health per 100 Karma; Karma reset to 0, +10% damage, immunity to
critical hits.

total 11 perks if you have all DLC u can get to level 50 which means u can have 25 perks, so 14 more perks that u can choose depends on your need and your weapon build

as for the stats, never put your stat on 10 or 9 cause u can get implant for that later, so
STR - 7 or 8
PER - 6
END - 7 or 8
CHR - 1, i mean after u maximize speech skills no one really care about how you look like
INT - 6 or 7
AGI - 6 at least, especially if u go guns build
LCK - 8

Any. Hardcore mode means you need to eat and drink once a day and sleep every three days. You need maybe 25-50 pounds more carry capacity for the ammo, but otherwise if you really have issues with hardcore mode, then there are problems on your end.
don't forget, if you like, cannibal exists - pretty much removes the need to carry around food, for quite a lot of locations

Its a fun perk but food really isn't an issue. If you loot, you'll have too much food even if you're chugging it down with a melee build.

I recommend picking the weight reducing perks over everything else. You don't need 100 in everything so high intelligence is enough. 8 is good.

7 strength because you can get +2 from Old World Blues and +1 from an implant.

You need high endurance for implants.

Literally any build. But survival skill is op with hardcore mode.

I've never not played the game in hardcore mode and I've made pretty much every build you can over dozens of characters. Energy weapons is the hardest imo because of ammo and weapon weight, and the good weapons use more than one shot

All hardcore mode is is adding in needs. There's no special build needed for it. Enemies aren't tougher or more numerous, skill checks aren't harder, loot isn't any rarer. Its just now you need to eat, drink, and sleep.

You don't even need the Survival skill on Hardcore, stuff is so prevalant and cheap.

This is not a game that requires an 'optimized' build. And whatever 'build' you want is going to be dependent on how you want to play - a guy who just wants to shoot raiders is a different character than a guy who goes around fixing toilets. Combat isn't even particularly important in this game. Its a small percentage of play - which is one of the reasons so many people say 'FNV is boring, the world is so empty'. Because they're not attacking or being attacked every 30 seconds.

With all DLC's you can reach level 50 and at level 50 you can have most if not all of the skills maxed even with lowish(3-4) intelligence.
There are also many magazines/chems/booze and clothing that can bump certain skills to the required amount.
Probably the most important attribute at the game start is endurance not for its in game effects(which are decent) but for the amount of implants it allows you to have, each special has 1 implant and there are 2 other implants that require endurance.
6-7 endurance is good, the charisma implant is the least useful and can be skipped.
I would also recommend stength at 7 as you can max strength with a +2 from old world blues and +1 from strength implant, strength affects melee and unarmed damage and both these skills are very useful on hardcore mod as they don't require ammo(which has weight), strength also increases carry weight so its handy especially in certain DLC's.
