Mod Configurator refuses to work.
I have installed NVSE and 4GB Patcher but Mod Configuration menu will not show up. I have installed mod configurator through nexus mod manager and enabled it.

Did you try installing Microsoft Visual C++ 2010 Redistributable Package (x86)?
If I recall it does work better with FOMM so just double check your installation.

I have checked I already have the Redistrutable Package on my computer. It would not let me download it.

Also, are any of these mods certain to have an MCM menu?
The ones I'm familiar with do not have one.
If not, then MCM won't show up.

Ok, you might try UIOrganizer then is the only other thing I can think of, other than checking that forum as it looks like MCM is optional. I use PN + some other mods, haven't tried this one.

MCM has to be installed after Project Nevada. Since you don't have PN, this is not an issue.
But it also has to be installed before anything else, otherwise it just won't work, even if you use UIO.

As long as you don't overwrite MCM shouldn't be a problem to install before PN - I follow Gopher's guide with no issue:

Since the aformentioned mod has some PN components, if it does have any conflicting it should prompt the user about overwrites if there are any issues. (Not that you said there were).

UIO should get things working if the right install procedure etc. was followed. If not then maybe you're on to something or otherwise the mods need to be re-installed -- unless the OP wants to risk uninstalling both Solid Project and MCM and reinstalling -- which with NMM might cause more issues.

I see nothing that conflicts with MCM in the load order, but are you using any UI mods without a plugin, like a UI overhaul? If so, install MCM on top of that mod and allow it to overwrite. MCM's installation script will inject the necessary code into the file from the other mod. This works without UIO.

And just for the sake of clarity, Solid Project and Project Nevada have nothing to do with each other.
