It's where the majority of the fighting they engage in is taking place, and there's plenty of both easy and hard ways to farm NCR rep.
I just fought through five packs of Cazadors, on my way to Ranger Station Foxtrot.

What else is there besides the bounty quest on three Fiends characters? I already did that one.
Did it in Fallout 4, the Minutemen, Railroad, Brotherhood of Steel, and Institute all like me, and I have access to the benefits of all four. Obviously, (spoilers,) the Institute doesn't reign over all, nor is it a smoking crater, and bonus points, Father is still alive and is pretty much immortal as long as Nuclear Family isn't done!
In the Fallout 4 expansion Far Harbor, I chose the peaceful ending between all factions. I won't go into more detail for reasons of spoilers.
Did it in Skyrim, by just opting out of finishing either Civil War questline. Without getting into the complicated politics of the Skyrim Civil War, I think that in the big picture, both the Empire and the Stormcloaks have their goods and bads and the Dominion is the real enemy that must be crushed.
Did it in Mercenaries 2: World in Flames, (An obscure open world modern warfare game from 2008,) I was able to make every faction (Except the antagonists who are hostile indefinitely anyway,) like me. It's useful to have access to both Chinese and American hardware. I just simply stopped playing as soon as both factions were introduced, and haven't completed the game. (It's just as well, that game is the worst Playstation port in existence, and that's not because of crashing...)
To get Legion fame without angering the NCR, bump up sneaking and steal NCR dog tags from the Mojave Outpost personnel. They respawn it in their inventory every 3 in-game days. Then just give them to the Legion at Cottonwood. 20-30 is usually enough for idolised.
Getting the simple quest at Nipton and running back to the outpost to complete it is also a nice early fame bonus.
- Fix Helios One and divert power to the Strip and McCarran
- Do Camp Forlorn Hope quests
- Turn in Legion ears at Forlorn Hope
- Kill the ghoul troopers at camp Search Light and bring back their tags
- Help the misfits at camp Golf
- Clear the trail for Ranger Jackson at Mojave Outpost
- Tell Ghost the fate of Novac
- Help the cook at camp McCarran
- Interrogate the Legion prisoner at McCarran
- Give aid to the garrison at Bitter Springs
Those are just a few ways, but you should easily get to idolized by doing at least a few of those things.
Help NCR clear the prison.
Do the quest for Mojave Outpost.
Help the ranger in Novac.
Do Boone's quest.
Medical supplies quest in the Camp Hope.
Train the misfit in camp golf.
Etc.
If you don't want to drop the rep, you can do the silent sneak kill to hunt the legion's ear or NCR dogtag.
You can try to stay in good terms with many factions til the late game. Until the point that you need to choose the end game quest set. You may get hate by the opposite factions because they upset by not having you on their side. Can't help lol.
I think this may be an optimal way to go, at least for the path I take (I tend to go to some of these camps quite late with my existing mods/housing.) I usually go with the robot and went this route for a change and my fame jump to idolized was much faster than usual.
That's the thing, I think this is the key to the fame payoff there. I'm usually not idolized at this point and now I am - he's the only difference in the equation from my prior playthroughs as far as NCR goes. In fact I didn't direct power to McCarran at Helios (which I usually do), so either that doesn't affect much or it also compensated for that choice.
All I've done - in their favor -- is Nipton (Mojave Outpost)/McCarran (all quests)/Primm/Nelson (no quest/saved prisoners) = Idolized.
its really easy to get their rep up to the point where you get their safe house. just donate a bunch of rad away to them, which they sell to you. and maybe do some quests around the strip.
