Maybe uses energy weapons but just pistols or one handed. Or just regular pistols. I'd really emphasise on speech, barter, repair, science, and secondary on combat skills like guns or energy weapons. That's what you got minions for.
After all you need 100 speech to pull off house's end game treaty.
Keep in mind that this game is very diverse with the skill checks presented. Most (not all) quests allow many different outcomes, and even those with only one outcome usually have multiple skill routes you can take to finish them. A majority of your skills will end up helping you down any route you go. Like mentioned above, speech is really the only one that pretty much every character should have, since skill checks in conversations are far less common than flat out speech checks
But you may need high Science (pc pimp) to suit his taste too.
As for House, he mostly asks the same things as anyone else, only he usually has an exact outcome in mind.
But if you really want to have a "build", then someone who can solve problems, preferably without too much property damage. So, a charismatic character with good social skills, and also someone who does not shy away from getting their hands dirty if needed (so maybe guns+stealth or stealth+unarmed).
