Report a translation problem
Seems a bit exaggerated though.
I went to do LR at a low level, but I found it a little extreme, so I had to go back and leave it for another time.
The game tells you it's for experienced players (level 25+), so I just guessed the enemies we're gonna be around that level. Though you might have been close to that level, which would mean the dlc is pretty difficult overall.
This is with 9x sneak (well 100 w/stealth boy), some light armor, and a stealth boy. In the past I'd have no problem sneaking through the entire map like this looting everything. Not a huge issue, just made looting more tedious as I'd have to lure them 1 at a time back near the entrance and kill them.
Edit: Also had a problem like this once in OWB, when doing the stealth suit trials/upgrades. One robobrain would detect me with its back to me at the other end of the hallway, while I was using a stealthboy. It made the one trial where you sneak up and disable each robobrain impossible to complete.
Back to OP: Yes, this DLC is meant to be a gauntlet for the player. You can sneak past most of it, but the enemies there are essentially all out there to get you and only you. This is intended and this is why this DLC is advised to be played last even for experienced players. (You can complete it going straight there from Doc Mitchell's house, but it is an interesting challenge.)

*Backwards jump onto rocks outside of enemy AI pathing while borderline crying and praying bullets don't hit.*
*Sneak around with horrible skill hoping a random deathclaw doesn't kill you.*
*By some miracle make it through the lift scene with all the tunnelers trying to kill you.*
*Run through avoiding enemies as much as possible.*
*Go through Ulysses's dialogue.*
*Cry tears of joy when it's all over.*

No cheats entire save

Normal difficulty level 44
Started dlc ~27 level finished it level 43 (inteligence 7 science full and xp upgrader skills)
Except survival-unarmed-melee every skill is full or over 50 (sneak 100 guns 100)
fully upgraded weapons
Now im 44 level started old world blues and lobotomites and astronaut skeletons tough as ♥♥♥♥ even .50 cal to head cant kill them but they can ♥♥♥♥ me up with a plasma-laser pistol.
And mr gutsies can stand 2 clip of riot shotgun (1 clip pulse slug)
And now stuck at sneak suit quest robots detect me in sec
You don't even need speech You get Ulysses to fight with you. Just collect his holotapes or upgrade ede fully.
And strangely, I never saw any speech option related to ED-E's five upgrade modules. I just used Speech, since I generally have that skilled levelled fast.
GKTCMTY: OWB enemies scale with your level, so ironically the stronger you are, the tougher and more bullet-spongy they get, along with insanely powerful weapons. On very low levels, they are almost a pushover.
