Even at 100% weapon condition this can still happen.
It's been like that since Fallout 3
Tho it's not as bad as in Fo3
If it's happening at 100 weapon skill and crouching, it's because you don't meet the strength requirements for the weapon
It happens with weapons that don't have STR requirement.
Even at 10 STR it still happens.
So it's not that.
Also Fo3 doesn't have STR requirements for wielding weapons and that also happens there.
Thats another game i know that has this odd RNG gun spread mechanic (or "bullet bending" as you called it). And that one is not really an RPG.
I just turned off ironsights in options, and I can hit things now. Not to mention I've found my inner zen with melee character now. I have fire axe to chop, grenade launcher to go boom, and 12 gauge shotty to shoot fire with dragon's breath ammo. No need to aim :D
Figured this out when using Paciencia with guns at 100, crouching and on steady. Missed when the ironsights were dead on target. Hit when ironsights was disabled and ADS using the on-screen crosshair.
On an accurate gun with 100 skill you should not notice random bullet deviation, especially if crouching.
