Really though, don't worry about it. Game is easy, even at the hardest difficulty. At high levels, you'll be a god even with the faultiest of builds. Good items and equipment get rid of most of the difficulty anyways.

After that, just pick up the best shotgun you can find and have fun gibbing everything.
Set AG to 6 or higher, ST to 5 or higher, LU to 6 or higher, EN to 4 or higher, IN to 7 or higher. You can take away points from EN and CH.
Choose the fast shot trait.
This is pretty much your "build". But there are no real easy or difficult builds in this game, since the player's stats are better than any human's and you are a literal demigod if you reach level 12-ish. The common rookie mistake is trying to pick a fight with everything instead of just focusing on exploring for the good stuff. None of the really nice equipment is in the hands of any NPC, you can just buy or find those.
It's good but it has a strength requirement of 8. You can still use it if your strength is lower but it will be really wobbly and have a penalty to aim in vats.
There's a perk called weapon handling that will make that requirement 6.
