Otherwise, I am afraid, it may be audio driver or simply speakers issue.
The Draugr in Skyrim when they use Unrelenting Force actually have a similar issue.

It's indeed a distortion problem.
I had the same effect with some npc's in the base game, usually the ones wearing masks like NCR veterans or white glove; but now with Elijah raping my ears it was unbearable.
This mod fixed it.
edit: btw talgaby, I've seen you on many threads helping people, you rock my dude
Just adding my grain of salt, I had the same sound problem and installing this mod fixed it, thanks for the help!

Man, you are the best. I just recently got to this part and I was like "WTF?! It has never before sounded like that."
Checked Nexus page and someone recently brought it up, so it seems still to be a problem.
